I believe you mean oat groats, with a T.
If I am wrong, let me know. Are Altaic
oats different from what is grown elsewhere,
I wonder. There are supposed to be many
ancient grains grown in that region,
Mongolia and the eastern part of the Russian
Federation.
Here, oats are more processed, usually
crushed or partially ground, making them
easier to prepare and digest.
Back to your question: do you prefer sweet
or salty (savory) tastes? In the USA, oats
are usually eaten sweetened for breakfast
- butter, milk, and white or brown sugar
are common; also raisins or other fruit.

Yellow paper = ? Do you mean pepper
(peretz), or something else.
You could make pureed or mashed potatoes,
adding your milk, salt and pepper, also
butter or sour cream, all according to
your taste. If you like some texture to
your dish, you could toss the cooked
potatoes in butter, season with salt and
pepper, and strew some dill, parsley, or
chives on top (chop the herbs first).
