When they first started the switch to tone, it was considered an extra
perk.  The phone company still considers it a source of income, so
they insist that you pay for the privilege, even though you cannot
dial the old rotary phones any longer.  As the land lines are
regulated by our CRTC (our version of the FCC), it would seem that
they have convinced that group of august members that is is indeed an
extra cost that must be passed on.
