Because in the course of 20 years most officers won't ever fire the thing on
the job.
They're more likely to get sued over violating someone's civil rights, then
use of force, so they focus on the obvious, not on the not so obvious.
Way off topic, but look at the physical condition of most officers with more
the 10 years on. It's pathetic too, and they're a LOT more likely to have to
wrestle some one, yet you don't see them running, and working out, lifting
weights....
