I don't have this problem on my system.  The mouse pointer jumps a very
small amount over a free-scrolling area of the screen, but it remains
fully-responsive at all times.

I have the same results with both CMD.EXE and 4OS/2.  The only time I've
had weird mouse behavior when scrolling is when I was using the ET4000 (non
w32? drivers. (which are installed by default for ET4000w32? cards unless
you override the setting)

My disk system is all SCSI, so that might explain the low-impact that any
disk access has on the mouse pointer.
