That's only the costs incurred by the court.  The costs - lawyer's fees, witness'
fees if applicable, etc. - of the winning side are still paid by the winning side.
Everyplace else on the planet, if you sue and lose you get to pay the costs incurred
by the winning side in addition to your own.  I suppose the winning side could turn
around and sue the losing side for reimbursement, but that's a separate action - and
even if you win a judgment, collecting it is another whole matter.
