  Not AFAIAA.  The mouse pointer is drawn by PMDD.SYS, and MOUSE.SYS
  queues up all mouse activity in its interrupt handler.

  Grabbing mouse motions (queued up by the mouse device driver) and
  passing them on as WM_MOUSEMOVE messages *is* handled at the application
  level though, AFAIAA.
