I'm using makefile for unix. This is working with cygwin here:

cvs -d :pserver:binkd@cvs.happy.kiev.ua:/cvs co binkd
cd binkd
 copy mkfls\unix\*
 sh configure --with-bwlim --with-proxy
 make
