My experience with a newer Soyo systems with Soyo MB with a AMD Duron 
Processor is that the Fan is "Variable Speed", depending on the Heat of 
the processor, also, the system would not even Power Up with out the Fan 
  Plugged in to the MotherBoard Fan Plug (this caused me lots of problem 
at the start, since I thought I could just plug the Memory and CPU and 
[Keyboard and Mouse and Monitor] in and Power it up).
