Even though there is no mention of an RCC, there is such a thing as mentioned in the ZC impeachment procedings of 8.7.1, and they take a vote on the referendum proposed by the majority of the RCs in that zone. They also take a vote on policy change referendums, but that is all. They do not, per policy, vote in elections of *Cs and only make selections of NCs. There is also mention of a ZCC, which carries more weight than a 'RCC', in such things as policy complaints, where the ZCC can override a decision of the IC.
