Do you want a single program to do both functions? I don't know
if that exists, but it's easy enough to make dedicated programs
work the way you want. I use PMMAIL for email. PMMAIL supports
POP for receiving and SMTP for sending and will send/fetch
automatically on connect of you tell it to. For usenet I use
"changi" a freeware nntp server for OS/2 that lets me read usenet
offline. Any nntp client can be used as an off-line reader with
changi. I use the IBM Works "Appointments" applet to fire up the
dialer and connect to the internet at defined times and read news
and mail offline at my leisure.
