Sounds to me, Tom, like you missed the original cross-posted article
from the Daily Report Card that I shared on this topic. Should I send
you a copy of it e-mail?
The idea is not that new. I've heard of it certainly at least 5 years
ago, if not before. AFAIK, it is being suggested by certain teachers of
the students who have reason to believe that they may be able to
increase performance of certain segments of the student population by
this type of program. For instance, females have traditionally been
underrepresented in higher level math and science classes and careers
which require such type of coursework. I believe that some studies have
come to the conclusion that all-girl math and science courses (at least
for a short period of time) can result in higher enrollment of girls in
these higher math and science courses.
This type of thinking is the origin of this suggestion.
