Yes. Things to note: milk boils over quicker than
water, so you want to use less energy and a longer
cooking time. It also separates and gets that
interesting scum on top, so you want to interrupt
the cooking for a stir more frequently.

That would be correct but is easy to allow for.

Not sure whom you were originally talking with, 
but my suggestion would be to use all milk but
not full power, testing at intervals. Even
better, just use the stovetop.
