Tiled memory may be needed whenever access to memory is shared with 16-bit
code, including device drivers.  In practice, OS/2 allocates tiled memory
whether it is specifically requested or not, and I doubt that IBM will ever
change this because it would break a lot of working (although incorrect)
code.
