Actually drawing the physical mouse pointer is handled by a display driver, and the exact way in which this is done may vary depending upon the specific hardware and drivers used. What I mean by "updating the mouse cursor" is sending a message to the display drivers instructing that the mouse cursor be drawn at a specific place, and this is clearly handled at application level.
