It was, as stated in the movie, because Fleet was not sure how Picard would
react, not to mention any hold the Borg might still have over him.
Now, here's a question that's been on my mind since the 'Descent' episodes.
IF Hugh's virus made the Borg indepentant, then why, are they still a
collective?
I have an idea as to why, but was it ever mentioned anywhere?
