It isn't a restriction, And should only be with VIO apps, You need to have
a 17k .DLL called KBDVIO32.DLL with the program to run VIO apps made by
Speed pascal...  Speed doesn't use 16 bit stuff, It needs the DLL to use
the 16 bit APIs.
