 You are right to be confused, as there are or have been about 4 different
ways to connect a modem of some kind to a 64.
 To answer your question, yes there are modems made specially for the c64
which plug directly into the user port, I think 'Aprotek' was one of the
manufacturers.
 To use a pc/amiga/mac modem (ie a standard, everyday rs-232 modem) on the
64 you will need an interface that plugs into the user port to let you use
rs232 devices. These interfaces can be bought from several c64 places, or
you can still buy a kit for one form Jaycar electronics, or of course you
can buy one 2nd hand (if you can find one). In desperation there are
several people who will build them for you (me included).
 To complicate matters, these rs232 adapters I am talking about will only
allow your 64 to go up to 2400 baud (or 9600 baud on a c128). If you want
higher baud rates, you will need a 'swiftlink' or compatible cartridge,
these will allow you to achieve baud rates of 38400. They plug into the
cartridge port, and only work with some software (novaterm for example).
