This view apparently coming from someone unfamiliar with rules of gun safety.
   * Treat every gun as if it's loaded; stay aware of where it's pointed.
   * Never rely on a mechanical safety device.
   * Keep your finger outside the trigger guard until time to shoot.
   * Always positively identify your target: know FOR SURE what you're
     shooting at and where the pellet will go if you miss.
   * Lay down the gun or unload it (or both!) before crossing a fence,
     climbing, crawling, etc.
If you follow these rules, as we all should, you will see that carrying a 
loaded rifle with no safety can be quite safe.  The safety device that 
matters is located between your ears.
