They do not have the power except as that they take. When Prohibition went
into effect it required a Constitutional Amendment to prohibit its use. Now
the gov't just passes laws and the sheep in this country usually bow down and
tout the gov't party line.

I would use the same analogy as home brewed beer or home made wine. While
alcohol is taxed there is a provision for home brewing and use up to a
certain amount.
The same should be done Federally for mj. (Growing a couple acres for
personal use might be streching it but a home "victory" garden wouldn't.)
