Jan 1st 1962 was not a Bank Holiday in England.

Although elsewhere I've noted that it was one of two good things that
Mrs Thatcher did, I now find out that I'm wrong about that!

According to the (as ever slightly suspect) source at Wikipedia, Jan 1st
became a Bank Holiday in England in 1971.  That of course pre-dates the
vile Mrs Thatcher, so it means that it was one of the two good things
that Ted Heath (the very same person mentioned in "Taxman", so that's a
nice Beatles connection here) did when he was the prior Conservative
Prime Minister.
