No,  you can't.  Just like you can't regulate a whole lot of other stuff. 
But that doesn't seem to stop idiot politicians and bureaucrats from
continually trying,  going back to that guy who sat his throne by the sea
and ordered the waves to stop,  on up to that legislature (Tennessee
state?) a while back that decided that they were going to legislate
"the value of Pi" to be 3!

And we pay for all of this nonsense,  one way or another.
