The sysop says he disconnected Netmail Outgoing. Apparently it
was set to dial the receiving BBS direct (is that the Crash
mode?) and he disabled it after receiving a three figure phone
bill for attempts to connect with an o'seas BBS that was
apparently not working.

Have you noticed that when the BBS crashes or locks up, the
modems still answer the incoming calls?

So far he hasn't worked out how to route the netmail through the
hubs, but he's looking into it.

So maybe, one day....
