I vaguely recall some mention of this problem being due to
smartdrv and delayed writes etc.? 

I found a lengthy discussion of all the details but also found
that I didn't really care enough to wade through it. I use the
W98SE version of smartdrv with my W31 install and can turn off
the power without exiting W31 and reboot with no problems. :-) 

Seems faster too.
