All my logs tell me is that you are connecting at 2400 bps, 
and that is a function of the modems.  There are only two
things that you could do your end to make that happen, and
that is set the baud rate to 2400 before dialling, or use
a *N command to force it down.  Since you don't appear to
be doing either, the 19200 connects prove that anyway, it
is just negotiation between the two modems that is screwing
up.

Can you dial me manually with Telix without using any scripts,
and check what connect speed you get (hopefully you will see
it on your screen).  Assuming you are able to see the connect
speed, can you try dialling 02-873-4491 and letting me know
what connect speed you get.  If it is 19200, can you try
dialling two more times, to see if you always get perfect 
connects to Dave Hatch's USR.  Thanks + bye.  Paul.
