gio_200.zip is available for FREQ from 1:2630/147. It's about 35kB.

Here's a FTP reference (and hint that it works with Watcom) ...

The following tools are written in C and compiled with Watcom C/C++ 10.b.
The serial support is done using the excellent GIO2 serial DLL. This is
shareware and is necessary for the operation of the OS/2 tools (GIO2.DLL).
A copy of this DLL can be found in GIO_200.ZIP on
luga.latrobe.edu.au. in /pub/os2/32bit/program/gio_200.zip.
