Sadly, it's not being done promptly or universally in your country.
We transferred civil servants with non-essential duties over to the
Health Dept and started tracing with the very first case in March.
For example a friend of mine's son is an economist in the finance
dept. doing long range forecasting and planning. He was shipped over
to Health the day after our first case was identified.
Maine was the first state to hire tracers. That wasn't until April 1st.
Other states followed suit at various speeds. But as late as June 26
Oklahoma didn't have enough staff doing that to reach everyone after
the flare up following that political rally in Tulsa.

That is because your rules are not universally applied or enforced.

And that's one of the reasons why.
I hate to belabour the point but the numbers speak for themselves.
The American death count is up now to 173,000, by far the worst in
the entire wealthy industrialised world. With 1/9 the population we
have had 9000 which is still pretty bad compared to the countries I
mentioned earlier. More importantly you are loosing, on average,
1200 people per day while we are down to 10 a day in Canada.

In the case of public health emergencies it becomes necessary.
