You need to get a CD-ROM drive.  They are essential now, and they are cheap.

I am not sure if I understand your question.  While it is not the case that
everything from any prior issue of DevCon is on every subsequent issue,
most things which are useful will not be removed from one issue to the
other.  A lot of the beta tests and so on are only on a single issue, for
example, but tools and documentation tend to last forever, and you can even
find things such as corrective service for OS/2 1.3 on the current DevCon.
