Maybe some leakage in the CATV cable.
Try something else, have Dad tune to cable channel 18, and transmit anywhere 
on 2m.  Since 18 is half of 9, and 6m is one third of 2m, you might just be 
getting some fundamental overload of the cable system.  Good grounding, and 
cable repair -should- take care of most of that, but if the cable connection 
is corroded at the pole, or the source, you're probably not going to see any 
difference.

Basically.  Bob/WY5L, hasn't been the same since he returned.  Probably 
something akin to "Agent Orange", or the "Gulf War Disease" - both Chemical
