No, if anything it's a symptom of a borderline personality disorder.
Personality disorders are not physically caused. Otto's bi-polar condition
does not cause his lying, but it not too big of a jump to infer that he has
a personality disorder, which is psychologic as opposed to psychiatric.

Leave it to Klahn to ignore the fact that no one in fido decided Otto is
bi-polar. His shrink diagnosed that. :)
