North Carolina politicians during that time I cited continually (before
Clinton became president, while he was governor of Arkansas) lamented the
fact that this state and Arkansas yearly alternated for 50th in test scores
year in and year out.

Don't know, but it obviously didn't improve much if any during the 12
years he was governor!

Arkansas also had abysmal teen pregnancy statistics during Clinton's term
as governor, and his appointment of Jocelyn Elders to run a statewide
anti-teen-pregnancy program was without success.
This is not an excuse for Clinton's failure as a school reformer, just
further proof he didn't deliver on social reforms generally.
