That could be so because P, G and R were no longer under 
contract to either EMI or Apple as artists at the time they 
finished the songs, and the rights therefore didn't have to 
pass through Apple on their way to EMI.

(Perhaps the Decca tracks' being credited to Apple is due to 
some kind of a lawsuit or settlement in the 1980s in which 
Apple asserted copyright against the various companies that 
were releasing the tracks semi-officially at the time?)
