Dave lives about 20 metres from one of Brisbane's most up-to-date exchanges, but essentially, anything less than a 33600/33600 connect is due to the bandwidth of the line not being up to scratch. It basically can't be anything else anyway. Even if you made several successive calls to the same number, you'd likely never get the same physical path, so line conditions will even vary between similar calls.
