they may not have the facilities listed as or called netmail... they may
have it all shoved together in private mail and be letting the system's
decoding of the destination determine if its local private, internet email
or fido netmail...

then again, it is possible that they simply don't know how to set it up or
are under the mistaken belief that netmail is for sysops only...
