28.8 Sportsters are *notorious* for being picky about init strings.
That's why those sysops who can afford it often buy the much more
tame Courier modems. As a friend once put it, "A Courier will talk
to a tree all night long if that's what it takes to make a connection."
Most comments I've seen on Sportsters are unprintable in a family
echo.
That's not to say they're bad. Just very, very picky.
I've had cases where two 28.8 Sportsters wouldn't talk to each other,
despite both being exactly the same ROM and init and being withing sight
of each other. The 14.4 Sportsters are much better behaved, as are
most 14.4's compared to 28.8s.
Try a different modem and see what happens. Most games like Duke3D
and Descent and whatnot work just fine at 14.4 anyway, so that might
be an idea worth trying.

You're in Canada. Apogee is in Texas (assuming that's also the shipping
point), so I'd guess maybe a week or so by surface mail or UPS.
Customs -and I've dealt with Canadian Customs before- can REALLY slow
things down to a crawl, as can the US side at times. :(
