I'm suprised no one has called Clinton on this and DEMANDED a hair sample
from Clinton on the spot! Certainly the President of the United States should
not object to a snippet of hair taken off him to be analyzed.

Fact is highway and gas taxes are to be used for the Federal system and if
they are paid then the gov't owes an obligation to fund Federal hiway
projects in various states. To attach another condition on receiving the
funds is literal blackmail.
