There is no specific regulation in the FCC rules that require a radar
gun, or traffic radar device, to be only operated by a police agency.
License is granted to a police agency automatically upon grant of the
agencies normal Two Way radio license.
Now, as Grandpa, wanting to go measure the speed of the baseball that
his granddaughter is throwing, or the local TV station wanting to
measure how fast the mayors car is going down main street, they will
not fall under any applicable rule allowing them to be licensed.
We had a long discussion about this, in the Askacop echo, back 2-3
years ago. I can dig up applicable cites if you need them.
