Can you do an AT*N8, to make sure you have V32ter enabled, or do
an AT*O to see if you already have.  V32ter = 19200 which is what
I want to see if you can connect at.

No, I'm running 28.8k.  I have seen you and Paul Markham connect
at 2400.  Disturbing to say the least.  I think you might have
adjusted your baud rate in Telix to 2400, in which case, your
modem won't connect above 2400.  Be careful though.  After you
have changed it to 38400, if you get a "CONNECT 19200", and then
a bit later I hang up on you, it's probably my fault.  You can
then go to AT*N6 to drop back to 14400, and it should connect OK.

If you can successfully connect at 19200, then I want to know if
you have retrains enabled, and if they are, disable them.  I want
to see if I hang up on you.
