Same can be said for anti personal land mines but you
can teach people how to look for signs of them and
where they are most likely be placed.  I'm thinking of
the same sort of training. 
You aren't going to find many mines off the beaten path
and you aren't going to find many snipers laying in a
creek bed in the bottom of a valley.

Not unless you have one heck of a perimeter!  Even a
bad sniper should be able to hit from 600 meters.  The
most effective anti sniper program involves beating the
bushes with patrols.  Well that and some well placed
artillery strikes on possible sniper locations.  But
that requires you to know something about where they
might be hiding and therefore some type of anti sniper
training....
