I'd support that proposal wholeheartedly for *another* reason. It would
give everybody some time to engage in a much-neglected activity -
thinking. We've had some really bad legislation passed in the heat of
the moment only to take years to remove it through the courts and
further legislation.

They don't want to break the bills up. If they did, the majority
coalition that would pass a 22,000 page catch-all bill would reject most
of its components if they were voted on seperately. Of course, that
would be a desirable outcome.
