Without an IC, the ZCC is a toothless tiger. The only "teeth" that the ZCC has
is the authority to overrule a ruling made by the IC. Without an IC, thet are
no IC rulings and so there is nothing to overrule.
Any formal decision or ruling process stops at the desk of the ZC. The ZCC does
not have the authority to overrule a ZC. If a ZC makes a decision the other ZCs
don't like, they can stamp their feet. That is all they can do.
