The PrfXxxxx are part of the PM API.  Without PM, they are unavailable.

OS2.INI is handy for storing persistent information specific to PM, such as
Windows size and position for an app, or storing font information.

My own opinion is that this depends upon whether you are writing a user or
system program.  If you are writing the printer spooler, you are part of
the system rather than a user process.

If you need access to your configuration information when PM is not
running, handle it directly in a private profile file.
