I found the following on a NCOA web site. My sister had a copy of the
memo on FAA letterhead (she works at the San Antonio Airport).

INSURANCE HOAX - 1996
Announcements are again appearing, as they do every year between November
and February, declaring that recent legislation by Congress has made
available a dividend payment to everyone who served in the military and were
covered by SGLI (Servicemen's Group Life Insurance). The announcement advises
all veterans to write to SGLI at a PO Box in Philadelphia providing a copy
of their DD Form 214 and requesting "the dividend payment". The information
appears literally as faxed announcements, articles published by well
intentioned organizations for the benefit of their veteran members, community
bulletin announcements and shared between friends and organizations. This
hoax takes on a life of its own each year and creates an avalanche of mail
heaped upon the Department of Veterans Affairs Insurance Center. Any
announcement advising of a dividend on SGLI should automatically be suspect
as SGLI is a "group" term life insurance policy only payable upon death of an
insured member of the group. Like all questionable advertising: "If it sounds
to good to be true, it probably is..."
