Have you tried calling other places to see if the same problem exists (ie
maybe not your problem)

What settings are you running?  Do you have error correction turned on? 
What speed are you running at?  What sort of flow control are you using? 
What software are you running?  Have you tried your modem on a different
computer?

Doubt it.  Fibre optic has less noise.
