I didn't say PM was needed.  What I said was that, if PM is not running,
you have to initialize the TCP/IP manually somehow, since the default
installation assumes that PM is running.  Addresses, routes, and so on are
all set from TCPSTARTUP.CMD in the Startup folder.  Without PM, you need to
get something else to run that command file, or at least do the same job.
