They are all capable of being loaded high.  However, InstallHigh in the
CONFIG.SYS is not the place, or the proper command, to load these
drivers into high memory.
In your AUTOEXEC.BAT, use the LoadHigh statement, as in:
        LoadHigh LSL.COM
        LoadHigh NE2000.COM
        LoadHigh IPXODI.COM
        LoadHigh VLM.EXE
That should work.
