I assume the macs can get out to the internet otherwise.  If not, there's
something in the tcpip settings that is badly scrued up.

You don't say which flavor of mac OS.  If it's osx, I think there's a cmd
line there - and there may be a cmd line ftp program that you could try. 
Look for some way to turn on logging or diagnostics.

Do you run ftpd on any local machines?  Can you ftp to one of them (using
the numeric IP address if you have to)?  It's easy enough to fire up ftpd
briefly on one of the os2 machines (it's in tcpip\bin).

I'm not mac literate, so don't have anything more specific to suggest.
