Not just NetComms, either. I've tried a bunch of places today, even
hitting Dave Hatch a few times with various different configs (even tried a
European "USR Tech Support" site) - no 28.8Kbps connections.

I've tried disabling calling tones, disabling V.34 (V.FC only), locking
originating speed to 28.8Kbps .. no go, it either fails to connect or
connects at a lower speed.
I'm using the top-of-the-line NetComm with the newest EPROM revision. I
can connect not only to other NetComms at top speed, but also to the whacky
V.34 chips in the AscendMAX boxes.
Connection to USR modems at 28.8Kbps seems a lost cause, though. As has
been said already, connect speed is not necessarily an indication of the
connection speed for the entire session, though.
