In German there is a transliteration to replace the '”' (o diareresis) with 'oe'. But that only works in German. In Dutch and Scandinavian the 'oe' is already "taken" for another vowel.
Sorry mate, to have both Cyrillic and Latin with diareses in one and the same message you need UTF-8. ;-)
