OK, participants, let's focus on content and procedural issues here. Things
such as the above can be handled in netmail.
 
The issues I'm faced with are:
 
a) getting all the RC's attention. I'm not surprised by the current status,
   as a matter of fact it is a whole lot better than I feared. I'm counting
   on Janis to get the three remaining North Americans to wake wake-up, to
   Malcolm to one way or the other get the third Z3-RC linked and to Renato
   to get the last remaining Z4-RC on board. I take it, Renato, you can
   handle language issues there?
 
b) I will address the ZC's in private session to see how we're going to deal
   with zones 5 and 6. It cannot be that continuous absence of ZC's and RC's
   can take Fidonet in a stranglehold.
 
c) I understand I will have some painful cleaning-up to achieve in zone-2 as
   well, this will be done.
 
d) rather than endless talk I will discuss with Bob Short to publish the
   ammended document. People have to be aware that the referendum/balloting
   will not be about individual articles, sentences or phrases but about a
   complete, or several complete, ammended policy document(s). When doubting
   that please read P4-07.8.1 and P4-07.8.5. From that it is clear that
     1) the ammendments must have been proposed already before a majority is
        sought to request a referendum
     2) referenda are about complete documents only, not about individual
        ammendments.
 
e) only when a completely ammended version is presented can we move forward
   with the RC's requesting "yes" or "no" a referendum.
With all my sympathy
   for people's wet dreams about this but to me the procedure as described in
   P4 is quite clear. For clarity's sake I would prefer a Word-version
   presented to me with old and new portions highlighted. Distribution via
   web/ftp-sites would then be coordinated from here as well as publication
   in Fidonews.
 
Is this OK or are more clarifications needed at this point?
