Definitely bootleg.  Further clues:

Only one language track:  English.  No French, no commentaries.

"All 110 episodes from pilot to finale"  If there are 110 episodes,
then the pilot is not included.
If by "normal screen", they mean "4:3", then these
aren't even copied
from the commercial DVDs.  Those were all widescreen.  More likely
they're ported from commercial VHS tapes or laserdiscs, home
recordings or the Video CD release of the series (authorized by Warner
Bros.) that was sold in a number of Asian countries where the VCD
format was popular.
Crap, by any other name, still smells as bad...
